Abstract

When the UE residing in an LTE system receives a request of voice service or other circuit switching domain services, if the UE is in an idle state, the UE actively selects proper radio access technology RAT and triggers measurement of inter-radio access technology IRAT; and the UE selects the voice service initiated by a proper cell according to the result of IRAT measurement, thereby saving time of IRAT measurement of the UE, and improving the experience degree of a user.
