The method comprises the following steps: selecting a cutting shoot of the phoebe zhennan for cutting and watering,spraying an acidic foliar fertilizer every 15-20 days, stopping fertilization when new bud branches and leaves grow to 5-6 cm, and diluting GENDUODUO rooting agent and then irrigating the roots every15-20 days; after the main root of the cutting seedling of the phoebe zhennan is lignified and fibrous roots grow to 1 cm or above, completely prying out root hairs and cutting off overlong main roots, clamping one third of the lower part of the root system by using a seedling planting device, then planting the cutting seedling of the phoebe zhennan in a container bag filled with a transplanting matrix, compacting the surrounding matrix, and then watering the cutting seedling of the phoebe zhennan thoroughly; and transferring the watered cutting seedling of the phoebe zhennan into a sunshade arched shed, and after transferring for 20 days, diluting 300-500 times of the GENDUODUO rooting agent with water every 15-20 days, and irrigating the roots.
