A regional grid partition analogue simulation mixed integer optimization model and a whole-grid analogue simulation linear optimization model are constructed, and optimization calculation is performed to obtain the operation state of a partition generator set; the regional tie line transmission power and the new energy generation power are optimized and calculated on the basis of a partition unit operation state optimization result; and finally, iterative optimization calculation is carried out between the regional grid partition analogue simulation mixed integer optimization model and the whole-grid analogue simulation linear optimization model to obtain an optimalnew energy consumption result. A new energy consumption time sequence simulation basic principle based on regional decomposition iteration is determined, and corresponding detailed modeling and optimization calculation steps which can be realized by a computer are provided.
