The composite energy-saving device has the advantages that the heat insulation layer is opened in the daytime in summer, the extremely low heat conductivity coefficient of the air layer reduces heat flow entering the building structure from the outside, and melting of the phase change material is slowed down. The heat insulation layer is closed at night in summer to facilitate cooling and solidification of the phase change material through external convection heat exchange.
