The present invention includes a dielectric substrate and a closure unit structure on an upper side of the dielectric substrate. The closed cell structure consists of four PIN diodes and four metal opening cells extending periodically in horizontal and vertical directions. The metal opening element is square and comprises two short-line structures and two long-line structures, wherein, the two long-line structures are connected with each other and perpendicular to each other, and the long-line structure and the short-line structure are parallel to each other; the four lines have the same thickness d and constitute four sides of the metal opening unit. The PIN diodes can be oriented counterclockwise / clockwise and are connected to the metal opening unit at both ends. By changing the switching state of the PINdiode, the frequency selection surface is in a reconfigurable state.
