The time scale of a synchronous second pulse sent by a time service module and thecurrent time information and the time quality of a time message sent by the time service module are recorded; if the synchronous second pulse is valid and the time quality is in a synchronous state,the output time for a next synchronous second pulse is predicted; a second pulse is generated at the output time for the next synchronous second pulse, when the second pulse arrives, a second counteris triggered, and the second counter is updated to be the current time with one added; when the second pulse does not arrive, counting of a nanosecond counter is triggered; and the current values of the second counter and the nanosecond counter are acquired in real time to complete clock synchronization of the substation. Consistency with the reference time is achieved, and the requirements of high precision and high real-time performance of clock synchronization in the substation are met by utilizing the characteristics of high real-time performance and high stability of an FPGA and the advantages of frequency stability of a constant temperature crystal oscillator counter.
