The specific steps comprise: (1) heating the asphalt to a temperature of 120-140 DEG C; (2) mixing the kerosene, the emulsifier, the hydrochloric acid and the water, and heating to a temperature of 50-70 DEG C; and (3) simultaneously introducing theheated raw materials obtained in the step (1) and the step (2) into a colloid mill, and grinding to uniformly mix the raw materials so as to obtain the high-permeability penetrated oil layer.
