The energy-saving compressed sensing image encoding method includescarrying out block segmentation on input images and partitioning the input images into a plurality of image blocks which are not overlapped on one another; computing gradient values of the various image blocks; constructing measurement matrixes by the aid of the gradient values of the various blocks and carrying out block CS (compressive sensing) measurement; constructing projection matrixes by the aid of the measurement matrixes of the various blocks; computing inner products of the projection matrixes and observation vectors, reconstructing various image blocks and merging the image blocks to obtain ultimate reconstructed images. The energy-saving compressed sensing image encoding method has the advantages that the adaptive CS measurement is carried out according to the gradient values of the various image blocks, the sparsity of the image blocks can be quantified by the gradient values, and accordingly most information of the image blocks still can be assuredly captured by encodersunder the condition low energy consumption; CIF (common intermediate format) video sequences can be encoded and decoded, and accordingly the energy-saving compressed sensing image encoding method is low in encoding energy consumption and decoding energy consumption.
