The winding device comprises a rack body, clamping plates, an object bearing table, a tape rack, a cutter mechanism and a control mechanism, wherein a first screw rod is pivoted to an upper end of the rack body; a first servo motor is connected to one end of the first screw rod; the first servo motor drives the first screw rod to rotate; thread structures in forward and reverse directions are formed in the first screw rod; two connection plates are connected to the first screw rod through threads; the first screw rod drives the two connection plates to move forwardly or reversely during a rotation process; the packing method comprises the steps that step 1, preparation for a packing processis finished; step 2, a tape is pulled out from the tape rack; step 3, a to-be-packed paper carton is placed on the object bearing table; step 4, the tape on the tape rack is wound for multiple turns around a sealing opening of the packing paper carton; step 5, the cutter is driven by a stirring sheet to cut off the tape; and step 6, the packing paper carton which is packed is taken off.
