The user system unloading utility maximization is considered, the unloading queue backlog is reduced, and the user mobility and the effect of network heterogenization on the user unloading tasksare considered, so that the backlog of user unloading tasks is substantially reduced and system jam is reduced while the user unloading utility is maximized.
