The water guiding casing pipe is mounted on the outer wall of a water delivery pipe in a threaded rotation manner and arranged to be of a spiral corrugated pipe structure. The cross section of the water guiding casing pipe is decreased gradually in the water flow direction. The water turbine is mounted inside the support disc. The support disc communicates with the two ends of the water guiding casing pipe. The rectiblocks are arranged at the positions, on the upstream and the downstream of the water turbine, in the water guiding casing pipe correspondingly and fixed to the inner wall of the water guiding casing pipe. A main shaft is driven to rotate through rotation of the water turbine, and the power generator outside the water guiding casing pipe is driven to generate power. The device can be applied to a large-size transport pipe and the small-size water delivery pipe; and energy of water flow in the pipe is extracted for power generation, and consequently, electric power storage, power supply to small-power electric equipment and the like are achieved.
