The invention discloses a thermal membrane coupling seawater desalination system which comprises a seawater pretreatment unit, a hot-method seawater desalination unit and a membrane-method seawater desalination unit, wherein the seawater pretreatment unit comprises a seawater taking pump station and a mixing flocculation sedimentation basin; the hot-method seawater desalination unit comprises a hot-method seawater desalination seawater inlet tank, a low-temperature multi-effect distillation seawater desalination device and a hot-method seawater desalination finished product water tank; the membrane-method seawater desalination unit comprises a membrane-method seawater desalination seawater inlet tank, a sand filtering tank, an ultrafiltration device, a reverse osmosis device and a membrane-method seawater desalination finished product water tank. With organic combination of hot-method seawater desalination and membrane-method seawater desalination, a high seawater and heat utilization rate can be increased; the heat of the hot-method seawater desalination is sufficiently utilized in membrane-method seawater desalination, the membrane flux is increased, the osmotic pressure is reduced, and the efficiency is improved; cooled discharge water generated from hot-method seawater desalination is directly used as fed water of membrane-method seawater desalination, so that the seawater amount and the discharge amount are remarkably reduced; as hot-method seawater desalination and membrane-method seawater desalination share one set of pretreatment devices, the investment and operation cost is lowered.
