The system comprises an environment friendly cutter suction dredger, a sludge conveying pipeline, a high speed stirring device and a sludge drying bed, wherein a desilting device, a mud hold and a sludge pump are arranged on the environment friendly cutter suction dredger; an environment friendly suction cutter head is arranged at the bottom end of the desilting device and used for sucking sludge in a stirring manner; the mud hold is used for storing sludge; the sludge pump is used for pumping sludge into the high speed stirring device through the sludge conveying pipe; the high speed stirring device is communicated with the sludge conveying pipeline and used for uniformly stirring sludge with a high performance hydrophobic agent SHJ and a polymeric flocculant XNJ that are added in sludge; the sludge drying bed comprises a primary sludge settling tank, a process formulation tank, a sludge-water separation solidification facility, a tail water treatment tank and a loading depot.
