Rare earth element lanthanum and cerium can promote seed germination, promote crop stem growth and root growth, increase root activity and chlorophyll content and enhance photosynthetic efficiency of crops to further increase yield of crops and raise quality of crops; and trace element selenium can act synergistically with an antibacterial agent, carboxyethyl chitosan and the like, raise fungi-inhibiting ability, enhance stress resistance of crops and adjust synthesis of chlorophyll. The main component carboxyethyl chitosan has a strong effect of expelling and inhibiting insect diseases of crops, and can replace chemical pesticides or bacterial depressants which have toxic and side effect in traditional foliar fertilizers. Thus, the novel foliar fertilizer is safe and environment-friendly, and can be degraded naturally. Use amount of the foliar fertilizer is small.
