The lower end of the lower short joint is in threaded cup joint with the valve seat short joint. A valve plate is mounted at an opening of the lower wall of the valve seat short joint through a rotating pin. After a subsurface safety valve fails, the secondary safety valve is tripped in a subsurface safety valve channel in a setting manner through a steel wire rope operation tool, and the valve plate and a valve seat are opened and closed by introducing hydraulic control pressure of the original subsurface safety valve; and the structure is simple, and safety and reliability are achieved.
