The invention discloses a polyurethane curing agent intermediate, which comprises the following components by mass percentage: 21%-26.74% of phthalic anhydride, 5.93%-9.21% of benzoic acid, 0%-20.19% of dodecanoic acid, 0%-25.84% of hexadecanoic acid, 0%-10.01% of pentaerythritol, 0.16%-0.18% of hypophosphorous acid, 20.19%-26.00% of glycerol, 8.01%-25.83% of xylene, and 0%-19.69% of ethyl acetate. The invention also discloses a making method of the intermediate and a polyurethane curing agent made from the intermediate. The polyurethane curing agent intermediate provided by the invention uses alcohol glycerin or pentaerythritol to substitute active TMP, the reaction is mild and easy to control, dodecanoic acid or hexadecanoic acid of monacid is employed to substitute part of phthalic anhydride, in the synthesis process the reaction speed can be effectively controlled, the free TDI content can be lowered, and the solubility and gloss of the intermediate can be improved.
