The preparation method comprises the following steps: mixing weighed fly ash, active carbon powder, bentonite and quicklime powder together to obtain a mixture; then putting weighed polyaluminum ferric chloride into a container, adding a same amount of water and carrying out blending to prepare mixed liquor; and finally, adding the mixture and the mixed liquor into a mixer and carrying out uniform stirring.
