The method comprises the following steps: a centralized dispatching center receives a common format data packet which carries short-message uplink information and which is sent by a signaling gateway of a sender affiliation region; according to the short-message uplink information obtained through resolving of the common format data packet, the centralized dispatching center obtains a signaling gateway address of a receiver affiliation region, determines short-message downlink information, and encapsulates and carries the short-message downlink information to the common format data packet; the centralized dispatching center sends the common format data packet carrying the short-message downlink information to a signaling gateway of the receiver affiliation region, and sends the short-message downlink information carried by the common format data packet to a receiver through the signaling gateway of the receiver affiliation region.
