In dependence on a distortion model and the affiliation category of the MB, quantization parameters of the MB in the frame images are obtained, and adjusting multipliers of the MB in the frame images are obtained in combination with the rate distortion theory; an optimal solution of a coding cost function is obtained in dependence on the adjusting multipliers and in combination with the distortion model.
