The method includes the steps that according to a request of an enterprise, a tax bureau end generates an empty electronic invoice file with the tax bureau digital signature according to content, serving as original text data, of the empty electronic invoice file and sends the empty electronic invoice file to the corresponding enterprise end; when filling in and issuing an electronic invoice, the enterprise end obtains the empty electronic invoice file with the tax bureau digital signature and conducts signature verification on the tax bureau digital signature, and if the signature passes verification, the electronic invoice is issued on the empty electronic invoice file according to order information and the enterprise digital signature is generated according to the content, serving as original text data, of the issued electronic invoice and is stamped on the electronic invoice; the enterprise end transmits the issued electronic invoice file and additional data of the electronic invoice to the tax bureau end in the form of file streams after the issued electronic invoice file and the additional data are encrypted; the tax bureau end decrypts received file stream data and verifies the obtained enterprise digital signature, and centralized storage of the electronic invoice is conducted in a tax bureau if the enterprise digital signature passes verification.
