The invention relates to comprehensive treatment process and treatment device of calcium-containing suspended solids and a chlorine and salt-containing waste liquid. The process comprises the following steps: settling the waste liquid from a production device for solid-liquid separation; feeding a clean liquid of the waste liquid which still contains a part of calcium-containing suspended solids to a tubular mixer; meanwhile, feeding hydrochloric acid into the tubular mixer; after the clean liquid of the waste liquid and the hydrochloric acid are reacted in the tubular mixer, absorbing chlorine generated by reaction of ClO<-> and hydrochloric acid in the clean liquid of the waste liquid by using alkali liquor after separation by using a gas-liquid separator to generate sodium hypochlorite; after heat exchange and cooling, feeding the rest liquid phase mixed liquid to a chlorination fine adjusting tank; meanwhile, feeding the hydrochloric acid into the chlorination fine adjusting tank for further full reaction; and after heat exchange and cooling and dechlorination of the reacted system, refilling underground to collect halogens for producing low-nitryl brine. The process provided by the invention not only can be used for realizing zero emission of calcium, chlorine and salt-containing waste liquid, but also can be used for recovering effective components, treating waste by waste and reducing or lowering pollution factors.
