The method and the device solve the problems that the existing MBR system is poor in aeration effect, low in oxygen transmissibility and great in aeration energy consumption. The device comprises a membrane pool used for MBR reaction, a membrane component used for intercepting sludge and filtered sewage, a water inlet pump used for providing influent, a micropore aeration pipe used for providing micropore aeration, a blower used for providing gas for the micropore aeration pipe, a jet aerator used for providing jet aeration, a circulating water pump used for circulating water supply of the membrane pool and providing a liquid phase for the jet aerator, and a water outlet pump used for sucking filtered effluent and connected with the membrane component. The device and the method are simple in structure and reasonable in arrangement; a reasonable gas-water ratio can be formed; the transmission efficiency of oxygen is improved; the surface of a membrane is scoured; concentration polarization is avoided effectively; the pollution of the membrane is reduced; the service life of the membrane is prolonged; the energy consumption is saved; and the device and the method are suitable for treatment of large and medium industrial waste water and high-difficulty and degradation-resistant waste water.
