A rotifer outlet hole with a valve is arranged on the lower end of the rotifer cultivating barrel, the rotifer outlet hole is connected with a circle of circular pipe which is located in the inner side above the nursery pond, a plurality of air holes are formed on the lower side of the circular pipe, and the air holes are connected with air pipes which droop down into the nursery pond through an air valve. According to the cultivating device, the method comprises of using chlorella to perform enhanced cultivation on rotifer; opening the air valve on the air pipe regularly every day; then opening the valve on the rotifer outlet hole, the dropping speed of rotifer is controlled at the degree that the dropping is at a constant speed but water flow is not formed, and closing the valve on the rotifer outlet hole after fixed time.
