Abstract

The embodiment of the invention provides an information transmission method, a base station and user equipment (UE). The method comprises the following steps of: after an earthquake and tsunami warning system (ETWS) finishes message broadcast, generating a paging message; and broadcasting the paging message, wherein the paging message is used for instructing the UE which is in a state of monitoring an ETWS message to receive a system message block, and the system message block does not carry the scheduling mapping information of an ETWS primary notification message (PN) and an ETWS secondary notification message (SN). According to the embodiment of the invention, the UE receives the paging message which is broadcasted by the base station, and actively receives the system message block which does not carry the scheduling mapping information of the ETWS PN and the ETWS SN, so that the UE can stop monitoring the ETWS message, and power consumption of the UE is effectively reduced.
