Abstract

The method is implemented by the following steps: a base station sends reference signals to positions of particular resource grains of all the member carrier waves; user terminals measure the power of the reference signal received on each member carrier wave and report the received power of the reference signal of each membrane carrier wave to the base station; and the base station allocates the desired number of the member carrier waves to the user terminals through the combined consideration of the received powers of the reference signals of all the user terminals on the member carrier waves and an average rate of users, and the configuration result is sent to the user terminals through downlink radio resource control (RRC) signaling. The method provided by the invention can make effective use of the resources of the member carrier waves so as to improve system throughput and reduce packet loss ratio, and especially being capable of remarkably promoting cell-edge user performance and ameliorating system fairness.
