Abstract

The invention discloses an evolved packet system and an attachment processing method of an emergency call thereof. The method comprises the following steps: a base station selects one of public land mobile networks (PLMN) supporting the emergency call according to a received emergency call request message from a terminal in a limited state; the base station establishes a message from the information of the selected PLMN through radio resource control (RRC) connection and sends the message to a terminal; and the terminal establishes attachment with the selected PLMN by using the message. Through the invention, the PLMN to which the UE (user equipment) selects to attach is ensured to support the emergency call; and in the AKA (authentication and key agreement) flow, the consistency between the root keys generated by the terminal and MME (mobility management entity) is ensured, thus the success of the emergency call can be ensured.
