A vegetation mat for protecting a bank of a river and a slope according to the present invention comprises: a first biodegradable net which has a width and a length, and which is made of a biodegradable material; a vegetation sheet which is stacked on the upper surface of the first biodegradable net, and has a surface onto which seeds of plants are attached; a jute net which is attached to the vegetation sheet, and which is made of coconut shells and has a surface woven from a jute into a grid; a coconut mat which is stacked on the upper surface of the jute net, and tightly formed by stacking coconut shells into a predetermined thickness; a second biodegradable net which is stacked on the upper surface of the coconut mat and made of a biodegradable material; and a reinforcing wire which is stacked on the upper surface of the second biodegradable net, and which is shaped as a rope, and which is installed in a vertical or horizontal lengthwise direction of the slope. An apparatus for fixing the vegetation mat onto the slope comprises: a main body constituted by two plate-type blades which are connected upwardly at an acute angle to both ends of a square plate having a center with two through-holes; iron wire penetrating through the through-holes of the square plate; and a cylindrical striking device which is arranged in the lengthwise direction of the iron wire directed upwardly from the square plate of the main body, and which has both sides tilted to contact the upper surface of the square plate, and which has handles formed at both upper sides thereof.
