The invention provides a triaxial permeability testing device, belonging to the field of testing technique of soil mechanic property, in particular relates to a triaxial permeability testing device which is used for measuring the permeability characteristic of the soil under different stress and strain conditions; the technical proposal is that the shape of a base and a top cap is reconstructed on the basis of a triaxial shear instrument; water inlet holes and water inlet pipelines are added on the base during the permeability process in three directions; water outlet holes and water outlet pipelines are added on the top cap during the permeability process in three directions; the specimen generates shear deformation by surrounding pressure and an axial pressure system; the permeability of the specimen under different shear deformation conditions in any one direction out of the three directions is achieved by changing the connecting and closing type of the water inlet pipeline and the water outlet pipeline and applying the permeability pressure on the specimen by the water pressure system.
