The invention is characterized by: a. defining a standard hardware and software interfaces and application function module of the digital television apparatus; b. establishing a digital television terminal equipment matching with step a; establishing a USB hardware carrier apparatus matching with the step b. The invention also includes the following steps: a tuning step, a channel demodulation and decoding step, a source decoding step, a judging step, a determining step, and a video and audio decoding step, wherein, in the source decoding step, the working principle of the descrambling and decryption function module in the USB is identical to the working principle of a receiving control module in the conventional conditional access system CA.
