Thirdly, according to the designed water demand process and the water supply guarantee priority, a graded and staging drought limit water level water supply rule is determined, and graded and staging drought limit water levels are preliminarily determined; and finally, based on long-series runoff process simulation, grading and staging drought limit water level rationality analysis and adjustment are carried out.
