Vertical rectangular watertight partition plates are arranged in the upper and lower circular truncated cone cabins. The lower circular truncated cone cabin comprises a cylindrical cabin and an inverted circular truncated cone cabin. The buoy body protrudes out of the cylindrical cavity to serve as a base, and mooring points are symmetrically arranged on the base.
