The device comprises an outer box and a premixing box; a feeding bin is arranged at the middle point of the top of theouter box; a second motor is arranged on the outer box; the second motor penetrates through the outer box body and is connected with a rotating shaft; a plurality of stirring rods are arranged on therotating shaft and are arranged on the rotating shaft at equal intervals; the stirring rod is provided with a protruding part protruding backwards in the rotating direction, and the width of the protruding part is equal to the diameter of the stirring rod; wherein the plurality of stirring rods are spirally arranged on the rotating shaft; an included angle of 30-60 degrees is formed between the axis of the stirring rods and the axis direction of the rotating shaft; a first motor is started to drive a first bevel gear to rotate, the first bevel gear is engaged with a second bevel gear and a third bevel gear, and a mandrel and a connecting shaft are driven to rotate reversely, therefore a plurality of stirring plates and a spiral stirring cylinder are driven to rotate reversely, smashed feed raw materials are effectively stirred and mixed, and full mixing of all the raw materials is guaranteed.
