The repairing and reinforcing method comprises the steps that drill holes are detection drill holes in different positions of an on-site tunnel, and fracture information in the surrounding rock section is collectedthrough a drill hole peeping instrument, a double-layer rock core pipe tool, a geological radar and CT scanning by means of the drill holes in each detection section; a surrounding rock loosening circle range is determined; and based on the grades of a divided severe broken area, a seriously broken area, a fracture area and a complete area, fracture volumes of different broken areas in the tunnelsurrounding rocks and grouting amounts of the corresponding broken areas are obtained by calculating to form a unified grouting area.
