The method comprises the following implementation steps: 1) determining the chemical oxygen demand value of sewage, and adding sodium hypochlorite and sodium chlorate into the sewage according to the proportional relation between the chemical oxygen demand and sodium hypochlorite; 2) adding an alkaline substance solid ora saturated solution, and adjusting the pH value to 10 or above; and 3) adding ferric chloride according to the chemical oxygen demand of the leachate, quickly stirring for several minutes, completelymixing, and precipitating for half an hour; and 4) adding a small amount of polyaluminium chloride, slowly stirring for 10 minutes, and precipitating for 1 hour.
