The method comprises the following steps: step 1, testing a region where the road section is located to obtain snow melting data, including the input heat power when different snow melting effects are generated at different preheating time are included, wherein the snow melting effects refer to the snow-free time ratio of a certain snow melting target, that is,in the snowfall process, the percentage of the time reaching or superior to the target road surface snow-free rate in the total snowfall time serves as an evaluation index; 2, fitting the coupling rule between the snow melting load of the target pavement and the preheating time of the target pavement by adopting the snow melting data to form a fitting curve; and 3, checking the overlapping degreeof the test point and the fitting curve, if the overlapping degree is high, proving that the fitting method is effective, and carrying out numerical analysis according to the coupling rule between thetarget road surface snow melting load and the target road surface preheating time to obtain the heat required by target road surface snow melting.
