Provided are a whitening and moisturizing eye cream composition and a preparation method thereof, wherein the whitening and moisturizing eye cream composition is prepared from the following main components: glycerol, cyclopentasiloxane, glyceryl caprylate / caprate, cetostearyl alcohol, jojoba seed oil, butanediol, cetanol, a spilanthes acmella flower extract, cetanol polyether-20, beta-glucan, sodium hyaluronate, a spilanthes oleracea extract, ceramide 2, acetyl tetrapeptide-5, p-hydroxyacetophenone, an aesculus hippocastanum extract, carnosine, methylsilanol hydroxyproline aspartate, 1,2-hexanediol, and triethanolamine. The preparation method comprises the steps: preparing an A phase and a B phase from a part of raw materials, then mixing the A phase and the B phase, homogenizing, cooling,then adding beta-glucan, the spilanthes oleracea extract, ceramide 2, acetyl tetrapeptide-5, the aesculus hippocastanum extract, carnosine, methylsilanol hydroxyproline aspartate, 1,2-hexanediol andtriethanolamine, and stirring to obtain the finished product.
