The equivalent wheel diameters of the driving wheel group and driven wheel group can be controlled through the hydraulic control valve, continuous change from the minimum degree to the maximum degree is achieved, and therefore the rotation angle ratios of a main rudder shaft provided with the driving wheel group and a wing rudder shaft provided with the driven wheel group can be continuously changed. Controllers are developed on the basis of an annealing immune fuzzy PID hierarchical control strategy, wherein the upper-layer controller outputs a main rudder angle value and a rotation angle ratio, thelower-layer controller controls the hydraulic control valve and a driving motor, and a flap can be adjusted online in real time during navigation steering of a ship in order to meet the requirements of ship maneuvering.
