The cross section of a terahertz absorber unit is square, the terahertz absorber unit sequentially comprises a base layer, a metal film layer, a dielectric I, a composite structure layer I, a dielectric layer II and a composite structure layer II from down to up, wherein the composite structural layer I is composed of a dielectric layer embedded with four square metal film structures of different sizes, and the composite structural layer II is composed of four different sizes of ring phase change dielectric structures. The broadband tunable terahertz absorber is advantaged in that lateral and longitudinal superposition of the multiple resonant structures is utilized, broadband absorption of the terahertz absorber is achieved, conductivity of phase change materials in the composite structural layer II is changed through external excitation such as temperature and illumination, modulation of the absorption bandwidth is completed, and the tunable property of the terahertz absorber is achieved.
