Through collection of the providing manufacturers of various waste and filing and management on the providing manufacturers, and selection of qualified manufacturers for cooperation, the waste is recycled to prepare the fertilizer which makes the best use of the waste, fountainhead management is performed, and secondary public disaster is avoided.
