The method comprises the steps that the routing device configures a corresponding relationshipbetween virtual private network identities and first preset parameters of a layer 2 virtual private network or a layer 3 virtual private network in a cable modem configuration file or a cable modem termination system and establishes first association mapping between the virtual private network identities and virtual private network forwarding paths; a corresponding relationship between the virtual private network identities and second preset parameters of a terminal employing the dynamic streams is configured, and second association mapping between the dynamic streams and the virtual privatenetwork identities is established; third association mapping between the dynamic streams and the virtual private network forwarding paths is established according to the first association mapping andthe second association mapping; and determining a transmission path with the terminal according to the third association mapping and finishing transmitting the dynamic streams.
