The invention provides a floor radiant cool-supplying air-feeding system based on thermal comfort. The air-feeding system comprises a radiant cool-supplying system, a floor air-feeding system and a thermal comfort detection control system. The floor radiant cool-supplying air-feeding system based on the thermal comfort has the beneficial effects that most of the cooling capacity required for cool-supplying of the air-feeding system comes from the cooling liquids stored inside a radiant coil pipe, an air conditioning unit only needs to auxiliarily provide 10-20% of the cooling capacity, the cooling source in the radiant coil pipe can come from some natural cooling sources to feed air evenly, and compared with a traditional floor air-feeding system which performs cool-supplying through the air conditioning unit, the energy consumption can be reduced by 20-40%. According to the floor radiant cool-supplying air-feeding system based on the thermal comfort, under the control of a control main center, ultraviolet ray sterilamps are turned on for half an hour every week to sterilize the space of the radiant coil pipe; the system performs real time monitoring on the temperature, humidity, black ball temperature, air speed and all other parameters of indoor personnel activity area, thus a real-time PMV value is calculated, comparison with a preset value is performed, and under the adjusting and control of the control main center, the indoor personnel are kept in a thermal comfort environment; and by means of the floor radiant cool-supplying air-feeding system based on the thermal comfort, the thermal comfort requirements of the personnel in a room are met utilizing the radiant cool-supplying method, and the floor radiant cool-supplying air-feeding system based on the thermal comfort conforms to the concept of energy conservation and sustainable development.
