The method is characterized in that a model of the small energy harvesting base stations is first constructed, wherein the neighboring small base stations are connected through transmission lines for information exchange and energy transfer; and the non-overlapping coalition game is then established for the problems of energy sharing and time allocation of the small base stations, wherein the small base stations with the energy harvesting capability serve as game participators, strategies serve as coalitions that the small base stations join, a utility function of each small base station is defined as the spectrum efficiency of the small base station for information transmission within a period allocated in the coalition that the small base station joins, and the utility of each coalition is the sum of the utilities of the small base stations joining the coalition.The method adopting the technical scheme has the advantages that the information exchange and energy sharing can be achieved through the transmission lines; and the small base stations joining the same coalition can share transmission times and harvested energy, and the small base stations meeting transfer conditions can transfer among the coalitions, so that the benefits of the corresponding small base stations and the total benefits of the corresponding coalitions can be improved, and the maximum system utility can be achieved.
