The QoS management method comprises the following steps: access network equipment receives business data via n bearers between core network equipment and the access network equipment, wherein the business data include multiple business flows mapped to the n bearers and the n is an integer greater than or equal to 1; the access network equipment performs flow demapping on the received business data according to a QoS rule to obtain multiple business flows; and the access network equipment maps at least parts of the business flows in the multiple business flows obtained via the flow demapping according to the QoS rule to bearers between t access network equipment and user equipment, wherein the t is the integer greater than or equal to 1.
