An indoor positioning device and a positioning method based on small radar and ID recognition are provided. The positioning device includes a user terminal device disposed on a positioned object and a fixed-terminal device disposed on a positioning point. The user terminal device is provided with an RFID label or an ID identifier A; the fixed-terminal device is provided with an RFID reader or an ID identifier B, and the RFID reader or the ID identifier B is in communicative connection with the RFID label or the ID identifier A. The fixed-terminal device also has a low-frequency wake-up for waking up the user terminal device and a radar for obtaining the current position information of the user terminal device.
