The magnetic conductive steel frame is provided with a pedestal and a supporting part arranged at one side of the upper portion of the pedestal. The magnetic conductive steel plate is arranged at the top end of the supporting part of the magnetic conductive steel frame through the soft magnetic material piece. The coil is wound on the supporting part. The local-resonance-type metamaterial module is arranged between the pedestal of the magnetic conductive steel frame and the magnetic conductive steel plate. The local-resonance-type metamaterial module is formed by arraying a plurality of cube crystal lattice local-resonance-type metamaterial units in a matrix mode. The steel foil is arranged between layers of the multiple local-resonance-type metamaterial units. The local-resonance-type metamaterial units consist of cube tungsten inner cores, magneto-rheological elastomer envelopes arranged on the peripheries of the tungsten inner cores and epoxy resin matrixes arranged on the peripheries of the magneto-rheological elastomer envelopes.
