By use of the method provided by the invention, the effective delivery of the information is guaranteed, the vehicles which are behind the cluster head and drive on the same road and direction can successfully receive the information, thereby constructing the cluster. And meanwhile, the node most distant from the cluster head is used as the next cluster head to broadcast the emergency information; and the only cluster head in the related node can forward the emergency information, thereby avoiding the broadcast storm.
