When cut tobacco is recovered, waste cigarettes enter the shell through a feed port, and the rotary shaft rotates to drive the soft rod to beat the waste cigarettes in the containing cavity. Due to the fact that the surface of the soft rod is provided with the flexible covering layer, the soft rod and the waste cigarettes are in flexible contact. The waste cigarettes are crushed through the soft rod by means of friction and vibration.
