The method comprises the following steps: cleaning fructus cnidii, peppermint leaves, herba andrographis, fructus kochiae, flos chrysanthemi indici, peach leaves, folium artemisiae argyi and balsam pear leaves, then drying the raw materials under the condition of keeping out of the sun, heating by using slow fire and stir-frying, and grinding to obtain health care powder; adding water into the health care powder for soaking, decocting by using big fire until boiling, then replacing the big fire with small fire for decocting, and filtering to obtain a health care concentrated solution for later use; putting wood pulp and the health care concentrated solution into a beater for beating, and putting the prepared pulp into a pulp storage pool for later use; manufacturing wet paper web; drying and making paper; rewinding, cutting and packaging. According to the preparation method, the health care concentrated solution is prepared by adding the fructus cnidii, the peppermint leaves, the herba andrographis, the fructus kochiae, the flos chrysanthemi indici, the peach leaves, the folium artemisiae argyi and the balsam pear leaves in the pulping process, so that the prepared toilet paper has the health care effects of killing parasites to relieve itching and clearing away heat and toxic materials; therefore, the health toilet paper is suitable for using by women.
