A DSC functional entity can perform management on EPs in a cluster after obtaining authorization of the core network, wherein the DSC function entity is connected to each EP of a corresponding cluster; because the DSC function entity can manage the EPs in the cluster, the load on the core network is not increased after the terminal quantity of the machine types is increased, and the signaling storm caused by overload of the core network can be avoided.
