Disclosed are a minimization of drive-tests measurement method and device based on a heterogeneous network. The method comprises: receiving a measurement request message sent by a network side, wherein the measurement request message comprises minimization of drive-tests (MDT) parameter configuration information, and the MDT parameter configuration information is used for instructing the user equipment to learn a target measurement cell of a specific type; according to the MDT parameter configuration information, determining the target measurement cell of a specific type; and executing MDT measurement of the target measurement cell of a specific type to acquire MDT measurement data. By adopting the method of the present invention, there is no need to perform MDT measurement of cells of all the types within a measurement area, and measurement of the cell of a specific type needing MDT measurement within the measurement area can be performed directly, thereby improving the efficiency of a measurement resource, avoiding the waste of the measurement resource, and reducing the measurement work of a UE.
